First 8 Memphis (F8M) is implementing Shelby County Tennessee’s first high-quality early care and education system which aims to prepare 90% of our children to be Kindergarten ready and to ensure that 90% of 3rd graders are reading on grade level by 2025. We are an advocacy, coordinating and convening organization working across the age spectrum and with programs that support young children and their families including: home visiting, childcare, Pre-Kindergarten (Pre-K) and Kindergarten – 3rd grade supports. F8M is a start-up and beginning to build its staff capacity; the organization will engage in a strategic plan in 2021. F8M is governed by a highly regarded Board of Directors who partner with staff to help reach our community and organizational goals.
ROLE RESPONSIBILITIES AND DUTIES
F8M is partnering with Shelby County government and the City of Memphis to work toward a Universal Needs Based Pre-K Program that will ensure that every income eligible four-year-old in Shelby County has access to a high-quality Pre-K program. This school year, F8M partners with 12 Pre-K Operators to support 74 Pre-K classrooms. F8M has engaged in an outcomes financing model to align public dollars with targeted outcomes – to ensure that children are developing skills and are on track and on grade level when they enter Kindergarten.
F8M’s Pre-K Operator Liaison will support the team’s Pre-K work. The staff person will be a thought-partner with F8M’s Director of Strategic Operations, F8M’s Operations Manager, and Pre-K Operators to help develop a high-quality Pre-K program, and will assist in planning and developing policies, procedures and guidelines for administration and operation of the program. This position helps to ensure that Pre-K Operators are adhering to the program model, and state and national standards. The role also helps address any limitations and challenges in the Pre-K portfolio.
Programmatic work may include, but not limited to the following:
Partner with Pre-K Operators for Quality Improvement
• Monitor/observe programs for performance management and compliance with F8M guidelines, performance measures, such as attendance, enrollment, reading growth, and, Kindergarten readiness, as well as state and federal regulations
• Work with Pre-K Operators to address identified gaps through the development of Quality Improvement Plans
• Observe and support developmentally appropriate evidence-based quality teaching and learning practices
• Support the integration of family wraparound services, family support and family engagement best practices
• Collaborate with Pre-K Operators for the continuous improvement of outcomes throughout the year in partnership with Seeding Success, F8M’s data collaborators
Support and Participate in Community Stakeholder Reporting
• Support and actively participate in stakeholder meetings to sustain high-quality program and services, and ensure aligned quality efforts
• Assist in planning F8M Pre-K summit
Support Reporting to F8M Leadership and Community Stakeholders
• Collect and summarize observational data for required reporting
• Maintain records of communication and visits to F8M classrooms and other programs
Other duties as assigned.
Pre-K Operator Liaison will be an integral part of our team working to create a high-quality Universal Needs Based Pre-K program for Shelby County. Candidates must have a college degree, and at least five years of experience in early childhood, including teaching and/or child development pedagogy, quality classroom management, coaching or consultation, knowledge of Tennessee State Early Learning Developmental Standards, or equivalent experience or certifications. Candidates with teaching experience and experience in project management, data collection, analysis and review are preferred. Candidates must have deep empathy for issues and challenges faced by Black, Brown and other under-invested communities, families, and students in Memphis and Shelby County. Exceptional written and verbal communication skills, and strong attention to detail a must. Success in this position requires a self-starter, entrepreneurial spirit, and someone ready to roll-up their sleeves and work in a start-up environment.

Physical Demands/Environmental Factors:
Duties will be primarily carried out indoors, in environmentally controlled conditions with more than 70% of work time at a computer, in virtual or in-person meetings, or on phone calls. Work may occasionally require some evening and weekend activity. When safe, the Pre-K Operator Liaison will travel around Shelby County. Successful candidates will have proficiency with Microsoft Office suite of programs including Excel, PowerPoint and Word; G Suite; Social Media (Facebook, Twitter, etc.); and basic web platforms and web browsers.
During the COVID-19 pandemic, the F8M staff is working remotely focusing on staying healthy and safe while balancing the needs of our organization, partners and stakeholders. Our remote working policies will be updated based on the recommendations of public health officials.

Compensation and Benefits: The salary for this role is $58,000, commensurate with experience. Benefits include standard health, dental and 401K retirement plan, with a match, and a professional development stipend. F8M offers a flexible work environment and a generous holiday schedule, including acknowledging Juneteenth as a paid holiday, and is closed the last week of December.
